Update semantic-release ci code

@google/semantic-release-replace-plugin has been renamed to semantic-release-replace-plugin. However, when I updated the name in the CI files I got an ERR_REQUIRE_ESM error. There seems to be some sort of incompatability between the various semantic-release libraries. Until these are fixed, I have pinned the version to a 2-year-old one @google/semantic-release-replace-plugin@1.1.0.

• Ensure the Semantic-Release Dockerfile is up-to-date (https://kwvmxgit.ad.nerc.ac.uk/devops/semantic-release-docker/-/blob/main/Dockerfile#L107)
• Update the CI code for semantic release (https://kwvmxgit.ad.nerc.ac.uk/bmgf-maps/data/db-test-data/-/blob/ad3715c8a19a3eb5bac4558797950e3ad51c7170/.gitlab-ci.yml#L6)
