Turns out it's not just Nuget that 2 of the 3 programs in this repo work with, but also Winget, as the Wingetcreate tool was able to process and create manifests for them.

Note that the actual DirectXTK-oct2025.zip program resulted in a "Failed to parse (…)" error in Wingetcreate, and that only the .exe-s in the Releases page worked in Wingetcreate.
