chat reacts when terminal task is still going

Steps to Reproduce:

1. have copilot kick off a long running terminal task

🐛 chat keeps spinning up to check on status, adding more entries unecessarly

oh, it was running an vscbench evaluation, and it was happening every time I had it kick one off, even if I followed up with a message to stop watching it.
