`IsCharLowerW` seems to be in the incorrect namespace

Summary

Seems this metadata error has been fixed upstream last year: microsoft/win32metadata#2030

But when using the newest windows-sys the IsCharLowerW function seems it is still in the old incorrect namespace. Not sure what went wrong...
