Extension Works on One Machine but Not The Other

I have two development machines and this extension is installed on both of them. On one it works perfectly great and as expected, but on the other, for whatever reason I do not get the wonderful coloring that I expect. Here are my settings:

Is there a consideration I am overlooking?
