Ensure smooth, error free application of ruletypes #301
Description
Today, tests for ruletypes are stored alongside the ruletypes themselves. When attempting to apply an entire directory of ruletypes (instead of just single rulestypes), warnings are generated for the tests. The command successfully executes the apply action, but the experience can be confusing for newer users.
This issue will be resolved when users no longer warning messages for tests when applying directories of rulesets (with the assumption that those rulesets have tests).
