Update Velocity template and replace annotation processor for the plugin JSON file #46

Related to PaperMC/docs#731.
For the reasons noted in the linked docs issue, the Velocity template should also be updated to house the actual plugin JSON file with the usage of processResources instead of the current annotation processor+source code templating logic.
