Improve sidebar issue navigation and status

Make the sidebar issue summary easier to understand and use:

• Group detected issues by card and then by field.
• Display each field issue on a single line or as a bullet
• Clicking an issue should open the related card
• Highlight the currently active section in the sidebar
• Any request that changes rollout state or data should refresh/update the sidebar so the issue count and state remain accurate
• Rename the rollout sidebar state to Enabled when active and Disabled while in draft/disabled state, add icons, and change bg colour to light blue
