windows_support: add info for server 2016 and some updates
* newer qt6 requires some features not available in old Windows 10, which also rules out Server 2016. Note which version is the last one working there, and note that 1809+ is required. See https://doc.qt.io/qt-6/windows.html * Add info about the 32bit msys2 repo no longer being updated while at it. Fixes #105 Fixes #113
