Implement a check command to verify that the config file validity

To do this we have to add a version to the config file .initium.yaml.

After a discussion with @LucaLanziani the following changes have to be introduced:

• CLI version shouldn't be a separated property, we should use out-of-the-box mechanism described here
• config version should not be located in a separated file, it should be just hardcoded in the code
• during checks CLI should be able to be marked as compatible with multiple schema versions, not just one
