Add dynamic parent resolution for cable CSV imports

Extends cable CSV import to support circuit and power panel terminations
with dynamic parent model resolution. Replaces fixed device-only fields
with flexible parent fields using CABLE_PARENT_MAPPING and TERMINATION_FIELDS.
Supports site-scoped lookups, circuit term_side uppercasing, provider network
validation, and virtual chassis member searches.
