When limiting creations of teams to a certain group button to create is still visible #2175

Steps to reproduce
- limit creation of teams to a group with occ config:app:set circles limit_circle_creation --value
- go into contacts with a user that is not in that group
- Click on create team. Follow steps and get an error message.
Expected behaviour
Button to create should not even be visible unless i am in the group that can create
Actual behaviour
You seem to be able to create a circle bit you get an error message.
