Add "responsible" information / Allocate task to user #3024

Is your feature request related to a problem? Please describe.
We would like to use the Tasks app for organize tasks among multiple team members. Usually, individual tasks are allocated to specific team members, who are responsible for this task. This feature does not seem to exist yet in the Tasks app.
Describe the solution you'd like
Add a function to allocate tasks to specific users, making them "Responsible" for the task.
