Every layout is defined by a file like https://github.com/nightkr/flickboard/blob/5142cbac462e5d36462a59eb49ccc07e4ae23e77/app/src/main/java/se/nullable/flickboard/model/layouts/ENMessagEase.kt. The easiest way to get started would be to copy that one and adjust to taste.

That said, it's admittedly easier to do on desktop since that gives you a preview of what's happening as you type.
