"Show midi note name in tooltip" doesn't consider start measure offset of project settings

If the project start measure is set to 0 and a one-measure MIDI item is created at the top of the project, the tooltip should indicate 0.x.x beat information within this item, but currently it doesn't.

reaper.GetProjectTimeOffset() would help for the project start time, but I don't find the one for the project start measure.
