Stop changing uid/gid

Please stop switching uid/gid of the ntopng user. was 994, now it's 999 again. very annoying to have it break on almost every update.

It's about the ntopng user inside the docker container.

For the storage of ntopng i use a volume link in docker-compose:
- /opt/docker/ntopng/data/ntopng:/var/lib/ntopng

To use this the uid/gid must match between what is used in the docker container and the host. With the current version i updated last week it is now (from /etc/passwd):
ntopng:x:999:989::/home/ntopng:/bin/false

However this keep changing which will fail to launch ntopng and then autostop the container. I have had to update like 5-6 times since i started using the docker version. From my bash history (probably not all of them because of limited history):

sudo chown 998:998 ntopng/ -R
sudo chown 994:989 ntopng/ -R
sudo chown 999:989 ntopng/ -R

So as you can see there have been at least 3 different uid's in the past let's say year. Sorry for the first limited info message as at that moment i just was a bit annoyed that it happened again.
