Whilst speaking with a potential contributor, they quite rightly pointed out we have not yet defined the license this spec will fall under.

So you are suggesting we manage the process of getting signed contribution license agreements from every contributor? That sounds like an admin nightmare :(

It sounds like a CLA isn't necessary for us; but we might legitimately want a CCLA, at least, for the protection of contributors.
