Setup configuration for support details

The support details for OE are currently defaulted to ABEHR, the Docker/Portainer setup should allow for configuration of this information.

This could be implemented through the use of more environment variables, such as:

• OE_TECH_SUPPORT_TEXT
• OE_TECH_SUPPORT_URL
• OE_HELPDESK_PHONE
• OE_HELPDESK_EMAIL
• OE_HELPDESK_HOURS

Options for applying this could be:

• Through one of the oe-reset scripts
• Through the common.php configuration file (similar to institution code)
