Proposal for receiver getting point-in-time signal status #321

The proposal discussed in a WG meeting.
Introduction:
Device compliance is used as an example here, but it likely applies to other types of signals. When a receiver creates a stream with a transmitter to start receiving device compliance updates, it will only receive signals when there is a change in the compliance status of a device. There are some use cases like in the context of a login flow, when this is not sufficient as what is needed is a point-in-time check to determine the device compliance status right now.
I would like to propose that we add a new transmitter API that will allow the receiver to ask for the existing state of a signal for a specific subject.
