wpad: parse PEAP configuration error

Steps to Reproduce

1.Backed up the configuration files on OpenWrt 24.10.2.
2.Flashing OpenWrt 25.12.0 via the LuCI web interface.
3.Performed a Factory Reset after flashing.
4.Restored the previously backed-up configuration.
5.Attempted to connect to a wireless network as a Client using PEAP authentication.

Actual Behaviour

Fails to connect to the PEAP SSID.
