Add a second job or workflow. Take a dependency on Automonous Linux.
(1) Every time that image updates
(2) trigger a packer build of a new dummy image.
(3) publish that image privately
(4) update the terraform to reference that image
(5) existing stack action should then fire automatically and push update to Marketplace
