Why isn't it a supporting file?

The file papiNet-JSON-Style-Guide.md contains design rules applicable to all versions.

OpenAPI-Specification is indeed maintaining their style guide as a supporting file at the same level as the CONTRUBITING.md file.

So, we take the decision to move it accordingly, papiNet CWG, 2026-01-28 (Thu).
