• Coverage enforcement via rulesets: Quality gates can be enforced through repository rulesets (complementing existing pr-quality rulesets)

Advance — evaluate before Jul 20 GA date. Key decision: does GitHub Code Quality replace, complement, or conflict with the org's existing SonarCloud investment? SonarCloud already provides quality scoring, coverage enforcement, and maintainability metrics. If Code Quality's ruleset-based enforcement is tighter than SonarCloud's, it may be worth adopting for the enforcement layer while keeping SonarCloud for deeper analysis. Recommend: (1) trial on one repo before Jul 20, (2) compare coverage reporting vs. SonarCloud, (3) decide adopt/complement/skip based on overlap analysis.
