Dev-Lead Implementation Plan

Issue: #385 — [Fleet Monitor] petry-projects/google-app-scripts — .github/workflows/ci.yml

Root Cause

The secret-scan job in .github/workflows/ci.yml uses gitleaks/gitleaks-action, which requires a paid license for GitHub organization repos. Runs fail with 🛑 missing gitleaks license whenever secrets.GITLEAKS_LICENSE is unavailable — notably on Dependabot PRs and fork PRs (which do not receive repo secrets). This accounts for the ~50% failure rate (Dependabot PRs make up roughly half the monitored runs). The action also emits Unexpected input(s) 'args' because the pinned version ignores the args input.

Fix (per org standard)

The org canonical spec (petry-projects/.github → standards/push-protection.md, Layer 3) prescribes replacing the license-gated action with the free gitleaks CLI, installed via a SHA256-verified binary download. This removes the license dependency entirely and runs the same scan in all contexts (push, same-repo PR, fork PR, Dependabot).

Scope

Swap the gitleaks Action for the SHA-pinned gitleaks CLI in the secret-scan job and add the required .gitleaks.toml config.

Implementation Checklist

• Add .gitleaks.toml at repo root (from standards/gitleaks.toml; _bmad/ allowlist)
• Replace secret-scan job in .github/workflows/ci.yml with CLI-based install (gitleaks v8.30.1, checksum-verified) + gitleaks detect --source . --config .gitleaks.toml --redact --verbose --exit-code 1
• Drop the now-unneeded GITLEAKS_LICENSE/GITHUB_TOKEN env and security-events: write permission for that job

Tests to Write

• No unit-testable application logic — this is a CI configuration change (Phase 2 exception). Verification is done by running the exact gitleaks command locally against the repo to confirm a clean, green scan with the new config.

Files Changed

• .github/workflows/ci.yml: secret-scan job now installs and runs the gitleaks CLI (checksum-verified) instead of the license-gated action; removed GITLEAKS_LICENSE/GITHUB_TOKEN env and security-events: write.
• .gitleaks.toml (new): required config/allowlist for the --config flag.

Notes

• Phase 2 (TDD) exception: This is a CI configuration change with no Jest-testable application logic. Verification was done by running the exact workflow gitleaks command locally (clean, green scan) plus the full test suite.
• Pre-existing, unrelated lint failure: bash .dev-lead/scripts/dev-lead-lint.sh reports two shellcheck SC2043 warnings in scripts/apply-repo-settings.sh and scripts/setup-code-quality-ruleset.sh. These files are not touched by this change and fail identically on the base branch; per the "do not modify unrelated files" constraint they were left as-is. They are unrelated to the gitleaks CI fix and could be addressed in a separate cleanup.
• SARIF/code-scanning: The CLI exits non-zero on findings (--exit-code 1) to fail the build, matching the org canonical spec. The previous action's SARIF upload to code scanning is intentionally dropped (hence security-events: write removed), consistent with the standard.
