Add an option for the shell script installer to place soar in `/usr/local/bin`

### Problem

It would make it easier to install soar in /usr/local/bin without downloading it and copying it.

### Expected behavior

It would just give the option to install soar in `/usr/local/bin` instead of `~/.local/bin`
