Integration test suites are failing on `main`

Observed on #692, and proved on #693: a no-op whitespace change to main fails the integration test suites.

Feels like #649, where there is entanglement with Connect's CI/setup code.

There are actually two different suites running here with different ways of running Connect, and they're failing differently. In the ones that build Connect, it appears that Connect is not starting.
