Bump golang to satisfy CVE scanners.

The operator is not impacted by CVE-2025-4674 nor CVE-2025-47907, as they relate to build-time processes, but CVE scanners will detect them as potential vulnerabilities. Bumping Golang to satisfy scanning tooling.
