Docs: add troubleshooting help about how quilc's --protoquil flag affects shot count #1842
Description
Compiling a program using quilc without the --protoquil flag causes shot_count to be disregarded, which has the effect of always causing the resulting job to execute with only one shot.
This behavior is not clear and is troublesome to debug. It would be helpful to add a note about this to https://pyquil-docs.rigetti.com/en/stable/troubleshooting.html
