Consolidate toolstips in Ringo

Currently we have 3 differen types of tooptips in the application:

1. Bootstrap tooltips. Those currently are mainly rendererd in forms with formbar.
2. @matakuka introduced pure CSS Tooltips in trying pure css tooltips #54 because of large performance improvements over the usage of 1.
3. Overviews use HTML title attribute in table header

This issue is about a possible consolidation of the toolstips within Ringo to get a more unified layout.
