Fails to initialize on Linux with Proton 9

The 2025.163.0 release of Steamworks.net fails to initialize on Linux with Proton 9, but successful works with Proton 10. This is a regression for our game Tabletop Simulator. We updated Steamworks.net from 2024.8.0 -> 2025.163.0

Hi! Have same problem, fixed when downgrade to 2025.161
