Speak does not work without network

This may be discussed somewhere else, but the Speak feature should not be available if there is no network as it does not work when there is no network.

The Speak feature should work with no network and store the files for later upload when the device is back online and the app is accessed, but this functionality may not currently exist in the current codebase. We had it at one point, but I don't know if it remained active. Worth a look.

But for now, simply dis-allowing Speak with no network is fine.
