Refactor schedule display and timer logic

Simplifies GlobalTimer by removing background schedulers and schedule exposure, refactors tolerance handling, and updates API for schedule management. SidebarMainView now displays the next scheduled date string if a timer is active, and TasksView removes redundant schedule display. ObservableFutureSchedules is updated to use the new GlobalTimer API and no longer sets the schedule string directly.
