ci: Update FreeBSD version to FreeBSD 14#156607

FreeBSD 12 & 13 are now EOL. The decision to move to FreeBSD 13 was not implemented due to the issues with the toolchain. Now that FreeBSD 14 is the most recent supported version, we should use it for builds in CI. Signed-off-by: Kajetan Puchalski <kajetan.puchalski@arm.com>

It may be useful to run the bot command that tests the actual CI jobs. I had to change the wildcard for extracting libc++ because it was failing locally on the 14.4 images, but I don't have all the platforms to test it on. |

@asomers I was tracing a rustup CI failure and a search has brought me here. Should we also update https://doc.rust-lang.org/nightly/rustc/platform-support/freebsd.html now that FreeBSD v12 and v13 are no longer officially supported in our latest release? |
We had an exchange about it here, I think the idea is that we keep the platform support doc as-is until there is an actual breakage reported somewhere. For now the CI builds for FreeBSD 14 still work on 12 & 13 afaik. |
