In rulesets, set the source of the checks to GitHub Actions #2197
Description
The source of rulesets check isn't set to github actions. While for branch protections it is.
Maybe we want to change this by setting the source to github actions? And then we can implement a way to change this if needed on a per-check basis?
Example of the bors repository ruleset that was created in #2168:
