Enable GitHub Pages for isolated rendering of the salt user guide separate from doc.saltproject.io production

• docs.saltproject.io currently hosts the production/published content of salt reference docs from salt repo, salt-install-guide, and salt-user-guide
• To better test out and view rendered output of the repo, prior to doing an actual docs release, having a GitHub Pages endpoint rendering the results would be useful
