The ability to open Settings from the phrog curtain during the `first-run`

Since the quick settings bar is available from phrog, you can open the Settings application through it (by holding), which closes the program running as first-run. Due to the disabled bottom bar, it is impossible to switch to the first application or close the Settings application.

Thanks for the report @x1z53, that's quite an issue indeed. The first-run behaviour in phrog is still quite nascent - it's not really in active use anywhere yet AFAIU.

I'm not sure there's much I can do to mitigate this from the phrog side, we're probably going to need to go upstream to libphosh and figure out the right set of tactical changes to lock this down properly.

I understand the issue as described, but I'm not quite sure how we should go about fixing it.

In essence, the first-run is very much like a "kiosk mode" thing. I wonder how something like cage would handle this situation...

The way I see it, we have two options:

1. Run the first-run app a "maximized" mode that disabled the top bar.
2. Re-enable the bottom bar / overview (basically, the whole shell), when the first-run app is active.

I haven't explored either in code yet, but I'd strongly suspect Option 1 will require changes in libphosh. Option 2 might be feasible but would be weird - if we enable the bottom drawer then we'd also be showing the app grid. I don't think we want first-run users getting confused by seeing the calculator app, they might assume they're already in a real logged in session....

I think the better option here is to allow to set the top-panel into on-lockscreen mode (where we disable launching apps, etc), likely better renamed from on-lockscreen to restricted while at that. This makes the top-bar behave like on the lockscreen which looks like the desired behavior here to me.

Having the app-grid available doesn't look sensible to me.
