[Feature]: Force enable one-handed mode

Problem Statement

On my previous phone (Pixel 4a), I was able to enable one-handed mode under Gestures in System Settings. This function seems to be gone on the 10 Pro Fold, and after looking around a bit on the Internet, it seems to be disabled on all Google foldables and the Pixel tablet, for some reason.

Proposed Solution

Being able to restore this function on foldables would be nice.

Alternatives Considered

I considered growing a longer thumb to assist with reaching the top of the display, but unfortunately, it didn't work.
