Add param to support automatic pip upgrade

Proposed param: pip

Depends on pram: install

Overview: After installation of any given point release, it is often the case that pip has already been improved and should be upgraded. Provide a new param for a user to have pip automatically updated after install.

/path/to/pythonN.NN -m pip install --upgrade pip

For now, providing a script to manually handle use case.
