Remove Unused AIRs in Recursion Root Prover

• The recursion root prover requires AIR permutation depending on trace height from its AIRs. The AIRs AccessAdapterAir<16> and NativeSumcheckAir returned 0 trace heights, causing an error during permutation.
• Need to remove the unused access adaptor and de-couple native sumcheck AIR from other native extensions in OpenVM. Then remove these AIRs from root prover.
