Block tools should not disappear on cursor focus

The block tools on the right side of the doc include "copy link" and "new comment"

But the tools disappear as soon as the editor's cursor enters the block. This is very frustrating because its very common for the user to click on a block and then want to copy the link to the block or create a comment

This was intentional. and actually I want to change the behavior of that bubble as per design team requests. I will do the changes and create a document with the changes soon!
