SimBA GUI freezes on Windows - not responding after successful installation

Subject: SimBA GUI freezes on Windows - not responding after successful installation
Environment:

OS: Windows (64-bit)
Python: 3.6
Conda environment: separate environment named "simba"
SimBA version: 4.2.2
Anaconda: installed

Installation issues encountered:

[WinError 5] Access denied error on _brotli.cp36-win_amd64.pyd during installation
Required manual deletion of the file and permission change via icacls
Missing packaging module after installation, fixed with pip install packaging
cefpython3 was uninstalled as a troubleshooting step

Current problem:

SimBA installs successfully (pip show simba-uw-tf-dev confirms version 4.2.2)
SimBA launches and loads (load time ~33 seconds)
GUI window opens, but remains completely unresponsive / frozen
CPU usage shows ~4% and fluctuates, meaning the process is alive but stuck
Waited over 10 minutes multiple times - no change
Rebooted computer - same result
Tried downgrading to version 4.2.2 - same result
Problem persists regardless of admin privileges

What we tried:

Uninstalling and reinstalling SimBA
Running as administrator
Uninstalling cefpython3
Rebooting
Reinstalling packaging module

Any help would be greatly appreciated!s)

Can you confirm that you are installing version 4.2.2, and not the latest SimBA? If you are installing version 4.2.2, how does it look when trying to install the latest version?

PS. Is some other python process running something in the same python environment at the same time as you are installing Simba?
