[FEATURE]: Release Tasks GitHub Actions Workflow

Feature Request

Create a GitHub Actions workflow that creates tracking GitHub issues for Shipwright releases. This helps maintainers or other release leads/captains delegate work, and helps inform the community of our progress.

Build project

• Update k8s version to latest community supported version
• Update Tekton version to latest supported LTS version
• Update other dependencies as needed per above
• Run release workflow

Dependent projects

• cli: Update build dependency (with transitive updates)
• operator: Update build dependency and deploy latest version
• triggers: Update build dependency
• website: Sync documentation updates

Communications

• website: Publish release announcement blog post
• website: Update version number in front page badge
• Social media: announce release
