Upgrade to eslint 9.x and other dependencies #18
Description
This upgrade requires a major version bump for eslint-config. It is needed to get rid of the following warning during the npm install. It is probably a good idea to upgrade all of the other dependencies as well if we are doing a major version bump.
npm warn deprecated eslint@8.x.x: This version is no longer supported. Please see https://eslint.org/version-support for other options.
