Doesn't seem work in Blazor Client app

I am attempting to use this in a Blazor client app, but it doesn't seem to work.   In the readme it states adding "@addTagHelper *, SkorBlazor.OutsideClickHandler;" to _ViewImports.cshtml but no such file exists in Blazor clienjt apps.

Can this be used in Blazor client apps?
