ArkCtl 支持 uninstall 操作 #405
Description
当前提供了 deploy 功能，还需要有 uninstall 能力。
另外由于需要与 uninstall 相对的 install 指令，可以增加 install 指令，让 deploy 和 install 同时支持安装操作。
