Is it possible to disable FIDO2 functionality temporarily?

I recently reset/updated my solo2 key. It seems if the FIDO2 functionality is available, then in my use case, Google will always try to use it as a discoverable FIDO2 ID and create a passkey+pin.

It seems if one can disable the FIDO2 functionality (just during creation process), then Google will use it as I would like to use it, as only a second factor in a 2FA flow, with no pin.

Is it possible to do this?
