Exported CSV files never notify the user due to batch edit

Describe the bug
Trying to export a query to a CSV without selecting any results never notifies the user. Discovered when @combs-a and I were looking into #4566 except now it is consistent. Query exports are working in 7.10.1 so it was something recently merged that broke this further.

To Reproduce
Steps to reproduce the behavior:

1. Go to queries
2. Select any query or make a new one
3. Click export to CSV
4. See no notifications show up

Expected behavior
Notifications should appear.

I feel that the milestone should be 7.10.2, since people already commonly complain about #4566, where exporting to CSV does not work sometimes (both reproducible and nonreproducible issues). Backend export to CSV completely breaking won't be good for user experience, especially without any error notification.

Right now there is a workaround where the frontend export is used (shift-clicking the entire set of records) but some queries are so large that it's already impractical.
