Add tool to delete a newly created discipline without any linked records

When a new discipline is created, it cannot be deleted even though it has no user-created records. This should be resolved.

• Verify that a resource can be deleted if it is not in use
  (e.g., a Discipline with only empty Collections).

Looks good except I cannot delete a discipline that I just created, but I was able to delete an empty collection.
