To provide an answer to the questions "Is the number of issues in a project a good predictor of project activity, in terms of commits and lines of code changed? Does it work the other way around?"

We need to implement and test the features required to use Groundhog to answer the questions in the title of the issue. We then have to use it to actually answer the question.
