apache-commons is no longer included into OH by default

apache-commons is no longer included into OH by default hence the binding is not working out of the box.

I had this issue as well and am therefore unable to install the binding.

Lists a potential workaround: (but indicates downstream issues with another binding)
bundle:install -s https://repo1.maven.org/maven2/commons-collections/commons-collections/3.2.2/commons-collections-3.2.2.jar
